The 1.21.1 InkMixerBlockEntity currently uses InkVialItem.CAPACITY (16) in canCreateLinkPanel() and consumeLinkPanelMaterials(), so taking one Link Panel drains a full vial. Match the agreed 26.3 rule: one paper and one ink unit per Link Panel; a full 16-unit vial should make 16 panels. Keep the existing behavior that additive/modifier chances reset only when a Link Panel is taken from the output. Hand-making a Link Panel should retain its separate two-ink cost.\n\nAcceptance: with one full vial and 16 paper, take 16 Link Panels in succession; each pickup consumes exactly one paper and one ink, output refreshes immediately, and modifier chances reset after each pickup. The empty vial becomes a glass bottle through the existing exchange flow.
