Make newly generated Flat Ages in the Minecraft 1.21.1 branch start their solid ground at Y=0 and land the player on that ground rather than on an elevated fallback platform or in midair. Match the 26.3 Flat behavior.
Acceptance criteria
Flat ground starts at Y=0 (bedrock at 0, dirt at 1–2, grass at 3, or equivalent solid layers).
Initial travel and return visits place the player safely one block above the Flat surface, with proper footing.
Void and other terrain types retain their existing spawn behavior.
Newly generated chunks use the new layout; document that existing generated chunks are not automatically rewritten.
Validate in a fresh Flat Age, including after save/reload and with an authored biome.
Context
The 1.21.1 Flat generator currently uses vanilla FlatLevelGeneratorSettings.getDefault(), which starts layers at the dimension minimum Y. Its safe-spawn fallback can put a platform far above the Flat ground. This issue is specifically for the 1.21.1 branch; the 26.3 port has a corresponding local fix.
