Goal: Add a Flooded symbol page to both maintained versions (Minecraft 1.21.1 and 26.3) that controls the water level of a generated Age.
Authoring: A Number page associated with Flooded sets the water surface Y level. Define and document the default if no Number page is supplied, the valid build-height bounds, and how multiple Number/Flooded pages are resolved, following the existing ordered-modifier grammar.
Generation: Without Flooded, Cave terrain must remain dry by default. With Flooded, generate water up to the specified absolute Y level, including Cave terrain; keep other terrains compatible where meaningful. Ensure existing terrain, biome, and feature authoring still applies.
Acceptance: Test both versions with dry Cave, Flooded Cave at two distinct Y levels, and at least one non-Cave terrain; verify generated water surface, safe spawn/travel, save/reload persistence, and manual book authoring. Include the new page in Creative and JEI where available. New Age generation only; existing generated chunks need not be rewritten.
