Acceptance criteria:
Register the Book Binder block, item, block entity, menu, screen, loot, and recipe
The binder accepts a book-cover input, one baseline link panel, and an ordered page sequence
Loose pages and Notebook pages can be inserted, removed, and reordered through validated actions
Stored inputs persist across restart and drop safely when the block is broken
Assembly is atomic: success consumes exactly the required inputs and failure consumes nothing
The server enforces slot types, limits, distance, and block-identity checks
