Legacy parity follow-up to #35. Port Legacy's player-writable Star Fissure small-feature symbol and spawn-adjacent structure generation.
Acceptance criteria:
- Add the corresponding player-writable symbol page to the catalog, creative page category, and JEI where applicable.
- Validate ordered writing and persist the selected feature in the Age generation plan.
- Apply the feature deterministically during Age generation; honor terrain/biome compatibility and avoid unintended vanilla defaults.
- Cover the authored and random-Age behavior with an automated test where practical and document an in-game visual check.

prevent fissures from breaking the bedrock at the top level of cave terrain. the fissures also do not punch through the bottom of the level in cave terrain and it seems water may be preventing the portal from spawning.
