Apply the audited policy to the Book Binder and Age compiler so instability is an intentional consequence of writing, not an accidental crash or silent page drop.
Acceptance criteria:
Keep structural failures (forged or missing Link Panel, unresolved symbol definitions, invalid resource references, unrepresentable effects) clearly rejected unless the audit establishes a safe representation.
Permit only explicitly designated excess, duplicate, misplaced, or incompatible writing to produce an unstable Age, with deterministic penalties and preserved page order/IDs.
Show the distinction between fatal errors, incomplete seeded branches, and accepted instability in Binder and Descriptive Book diagnostics before inputs are consumed.
Rejected transactions preserve cover/pages/ink and Age identity; accepted unstable output is created once, and repeated requests cannot duplicate it.
Add regression coverage for each classification and document any Legacy mismatch.
Dependencies: Legacy audit and persisted instability model.
