Turn the frozen instability score into deterministic, server-only provider levels without letting a busy Age stall the server.
Acceptance criteria:
Select providers and levels from the saved score, Age seed, and audited deck policy; persist the selected result so restart/data-pack reload cannot reroll it.
Tick only loaded Rivencraft Ages and loaded chunks on the server thread; never force-load chunks or run effects in the Overworld because another Age is active.
Enforce configurable per-Age/per-tick work budgets, cooldowns, effect caps, and safe failure logging. Disabling instability stops new effects without deleting the saved plan.
Keep effect registration modular so optional providers can be omitted without changing saved IDs; invalid/missing providers fail predictably.
Add deterministic selection, isolation, budget, unload/reload, and dedicated-server tests.
