Port the audited non-block-destructive Legacy instability effects first (for example its potion/player and hostile-entity effects) using the shared per-Age runtime.
Acceptance criteria:
Match the audited Legacy intent where representable on Minecraft 1.21.1; document deliberate changes to targets, duration, and strength.
Apply effects only to eligible entities actually inside the affected Age; respect spectator/creative, immunity, and server config policy.
Use deterministic scheduling and capped active effects with no per-entity or per-chunk unbounded scan; stop cleanly on Age unload or disabled instability.
Ensure no permanent effect leaks when leaving the Age; test multiplayer, restart, and isolation from Overworld/other Ages.
