  Milestone 6, issue #68: port Legacy-inspired blue, purple, red, and white decay with bounded six-neighbor spread in loaded Ages. Decay avoids spawn, portals, block entities, protected blocks, and claim-cancelled changes; per-Age frontier and attempts persist. Add an operator-only decay pulse command for testing.

  Replace newly generated cobblestone Age arrival platforms with a translucent, non-dropping 16×16 cloud block. Expand Notebook and Binder capacity from 27 to 252 authored pages plus a Link Panel; Legacy itself had no explicit book-page cap, while 252 remains Rivencraft’s fixed-slot storage ceiling.

  New configs enable world mutation and decay by default, matching Legacy’s enabled-by-default instability. Existing config files keep their saved values and must be edited explicitly if they still say false.
